The Southeast Gateway Access Improvements Project

The WSAB LRT Stations First-Last Mile Bikeway Safety and Access Project (ATPL 5257 (04_)) is situated in the Hollydale neighborhood, bordered by Gardendale Street to the north, Century Boulevard to the south, the Los Angeles River to the west, and Paramount Boulevard to the east. Planned improvements will be implemented along the following corridors:

  • Southern Ave (Los Angeles River to Atlantic Ave)
  • Atlantic Ave (Southern Ave to Patata St)
  • Patata St (Atlantic Ave to Los Angeles River)

Key enhancements include:

  • Signing and striping for Class II and Class III bikeways
  • High-visibility crosswalks
  • Signalized crossings with Rectangular Rapid Flashing Beacons (RRFBs)
  • Road resurfacing and rehabilitation
  • Installation of curb ramps, sidewalks, curbs, and gutters
  • Streetlights and raised landscaped medians
  • Two miles of shared lane markings (sharrows)
  • A bicycle rest area near the LA River Bike Path

These enhancements aim to improve neighborhood connectivity and provide safer, more accessible routes to both current and future transit facilities.

Additionally, the Hollydale Area Access Improvements Project (ATPL 5257 (044)) emphasizes pedestrian safety and enhanced bicycle access within the same area. Consistent with the City’s Bicycle Transportation Plan, it will implement similar infrastructure improvements, further reinforcing community connectivity.

Due to their geographic proximity and aligned objectives, both initiatives are unified under the Southeast Gateway Access Improvements Project (CIP 715-ST & 722-ST, ATPL 5257 (044) & (04_)). This integrated approach—utilizing a single designer, contractor, and construction management (CM) team—promotes efficiency, reduces overall costs, and streamlines project execution.

Below is a summary of proposed improvements by street segment, based on the Southeast Gateway and Hollydale project plans:

  • Century Blvd (LA River to Industrial Ave): Striping and markings, traffic signs, new sidewalk, lighting, raised landscaped median, bicycle rest area (west end), and Class III sharrows to enhance access to the proposed Metro Green Line/Eco Rapid Transit station.
  • Pennsylvania Ave (Century Blvd to Gardendale St): Striping and markings, traffic signs, and Class III sharrows to improve neighborhood bicycle connectivity.
  • Center St (Century Blvd to Gardendale St): Striping and markings, traffic signs, and Class III sharrows for enhanced neighborhood access and linkage to the proposed Metro Green Line/Eco Rapid Transit and Gardendale Eco Rapid stations.
  • Industrial Ave (Century Blvd to Gardendale St): Striping and markings, traffic signs, and Class III sharrows to strengthen connectivity to nearby transit stations.
  • Main St (Pennsylvania Ave to Paramount Blvd): Striping and markings, traffic signs, Class II and III bicycle lanes and sharrows to bolster bicycle infrastructure.
  • McKinley Ave (Pennsylvania Ave to Garfield Ave): Striping and markings, traffic signs, and Class III sharrows to support local bicycle travel.
  • Garfield Ave & McKinley Ave Intersection: Installation of a new crosswalk and RRFB signal.
  • Garfield Ave & Lincoln Ave Intersection: Installation of a new RRFB signal and enhanced striping.
  • Monroe Ave (LA River to Garfield Ave): Striping and markings, traffic signs, and Class III sharrows to link with the LA River bikeway.
  • Gardendale St (Hollydale Park to Garfield Ave): Striping and markings, traffic signs, and Class III sharrows to connect the LA River bikeway to bicycle lanes east of Garfield Ave.
  • Dakota Ave (Gardendale Ave to Main St): Striping and markings, new sidewalk, lighting, traffic signs, and Class III sharrows to enhance cycling connectivity.
  • Paramount Blvd (Gardendale Ave to South Somerset Ranch Rd): Striping and markings, traffic signs, and Class II bicycle lanes to improve access to commercial zones and the planned Metro Green Line/Eco Rapid Transit station.
  • Atlantic Ave (Southern Ave to Patata St): Striping and markings, traffic signs to support pedestrian safety and bicycle travel.
  • Southern Ave (LA River to Atlantic Ave): Striping and markings, traffic signs to enhance safety for both pedestrians and cyclists.
  • Patata St (Atlantic Ave to LA River): Striping and markings, traffic signs to improve conditions for bicyclists and pedestrians.

Overall, these improvements prioritize bicycle and pedestrian infrastructure, bolstering access to transit stations, commercial corridors, and the LA River bikeway.

We are currently in the process of issuing a Request for Proposals (RFP) for design services. The design phase is scheduled to begin in May 2025.

The project seeks to improve connectivity to current and upcoming transit developments by enhancing infrastructure along key corridors, while also upgrading accessibility within the surrounding neighborhoods.
