Budgets & Financial Transparency

The City of South Gate publishes budget and financial documents to keep the public informed about how public funds are planned, spent, invested, and reported. The City's fiscal year (FY) runs from July 1 through June 30. For example, FY 2026-27 covers July 1, 2026 through June 30, 2027. The City Council adopts a new budget each June.

About These Documents

Annual Comprehensive Financial Report (ACFR). The ACFR reports the City's financial activity and condition at the close of each fiscal year. An independent certified public accounting firm audits the financial statements and issues an opinion on whether they are fairly presented in accordance with generally accepted accounting principles (GAAP). Each ACFR is usually published about six months after the fiscal year ends. Reports before FY 2020-21 were titled the Comprehensive Annual Financial Report (CAFR).

Investment Policy. The City Council adopts a Statement of Investment Policy each year, consistent with California Government Code Section 53646. The policy puts safety of principal first, then liquidity, then yield, and permits only the investment types allowed under State law.

Recognized Obligation Payment Schedule (ROPS). After California dissolved redevelopment agencies in 2012, the City became the Successor Agency to the former South Gate Redevelopment Agency. Each year, the Successor Agency prepares a ROPS listing the former agency's remaining debts and obligations. The Los Angeles County Consolidated Oversight Board approves it, and the California Department of Finance reviews it. Learn more on the Department of Finance website.
