Boards & Commissions

Appointments

The City of South Gate encourages public participation in local government through its advisory bodies. These are boards, commissions, committees, and task forces that deal with a variety of issues and makes recommendations to the City Council. Applicants must be city residents and registered city voters. All applications will be kept on file for 1 year. Forms are available online(PDF, 257KB) and also in the City Clerk’s Office.

Civil Service Commission

Meetings

The Civil Service Commission meets as required.

Members

The Civil Service Commission consists of 5 members, 1 appointed by each council member.

Duties

This commission hears appeals of any classified city employee who is subject to change in classification, disciplinary action, or who is suspended, demoted, or removed from service. The commission then reports its findings to the City Council.

Commission Facts

There is no provision in the City’s Municipal Code that prevents a member from serving on multiple City committees or commissions. However, the City’s custom and practice is to avoid allowing a member to serve on multiple boards at the same time.

Elected officials are not permitted to serve on the Civil Service Commission.

Meeting Compensation Disclosure

Pursuant to Government Code Section 54952.3, disclosure of compensation for meeting attendance by the Civil Service Commission is $100.00 per meeting. Meeting attendance is required to receive compensation.


Oversight Board

Meetings

The Oversight Board meets as needed throughout the year.

Members

The Oversight Board consists of 7 members. Members do not receive compensation for attending meetings. Each member is appointed by provisions established in the law.

Duties

When the State of California eliminated redevelopment agencies in 2012, the law required each Successor Agency to establish a 7 person Oversight Board. The Oversight Board directs the city’s Successor Agency to take certain actions to wind down the affairs of the former redevelopment agency.

Oversight Board Facts

Oversight Board members are selected pursuant to the guidelines set forth in the California Health and Safety Code 34179.

Meeting Compensation Disclosure

Pursuant to Government Code Section 54952.3, disclosure of compensation for meeting attendance by Oversight Board Members is $0 monthly regardless of the amount of meetings.


Public Financing Authority

The Public Financing Authority meets as needed.

The Public Financing Authority is comprised of the City Council.

Duties

The Public Financing Authority was created through a Joint Powers Agreement between the City of South Gate and the former Community Redevelopment Agency of the City of South Gate.

Successor Agency

The Successor Agency meets as needed throughout the year to wind down the activities of the former Community Development Commission (CDC).

Members

The Successor Agency is comprised of the City Council.

Duties

On January 11, 2012, the City of South Gate established itself as Successor Agency to the former CDC. State law that took effect in 2012 eliminated all redevelopment agencies, thus requiring the action. The agency meets as needed throughout the year to wind down the activities of the former CDC.

Housing Authority

Members

The Housing Authority is comprised of the City Council.

Duties

The Housing Authority serves as an advisory body to the City Council on the various housing programs offered by the City of South Gate. These programs include the Section 8 Voucher Program and the Rental Rehabilitation Program. The Section 8 Programs are for those residents that make 50% or less of the median income as set forth by the Department of Housing and Urban Development.

SB 341

Since dissolution of Redevelopment Agencies in California, a number of legislative bills have been passed to provide clarification and implementation parameters surrounding former redevelopment agency activities and assets, including Senate Bill 341 (“SB 341). SB 341 reinstated a number of affordable housing regulations and reporting requirements formerly applied to redevelopment agencies.
