Electrified Security Fences Registry (AB 2371)

No Permit Required: The City of South Gate does not require a building permit or discretionary approval for qualifying electrified security fences under AB 2371. Instead, property owners must complete a registration and self-certification process.

Assembly Bill (AB 2371) allows electrified security fences on certain commercial and industrial properties, provided they meet state-mandated safety standards. Cities are limited in their ability to regulate these installations.

Who Qualifies?

  • Industrial or manufacturing properties
  • Commercial properties used for storing, parking, servicing, selling, or renting vehicles, equipment, or materials

Note: Electrified security fences are prohibited on residential properties.

Registration & Certification Requirements

Prior to installation or activation, property owners must submit a registration form certifying that the fence complies with AB 2371 requirements.

  • Complete Electrified Fence Registration Form
  • Provide site plan showing fence location
  • Submit manufacturer specifications of energizer system
  • Self-certify compliance with all state safety standards
  • Provide 24-hour emergency contact information

The City will maintain a registry of electrified fences for public safety and emergency response purposes.

Key Safety Requirements (State Law)

  • Powered by a low-voltage energizer (≤12 volts DC)
  • Impulse frequency cannot exceed 1 pulse per second
  • Must comply with International Electrotechnical Commission (IEC) standards
  • Installed behind a non-electrified fence or wall at least 5 feet high
  • Total height limited to 10 feet or 2 feet above perimeter fence
  • Warning signs posted every 30 feet and at all access points
  • Signs must clearly warn of electric shock hazard

Compliance & Enforcement

  • The property owner is responsible for ensuring ongoing compliance
  • The City may inspect for compliance in response to complaints or safety concerns
  • Non-compliant fences may be subject to enforcement action
  • Failure to register may result in administrative penalties

Important Notes

  • The City cannot prohibit qualifying fences under AB 2371
  • This program is limited to registration and safety verification
  • Additional regulations may apply to perimeter fencing (non-electrified)
  • This law sunsets January 1, 2028 unless extended by the State
