The City’s Customer Service Division manages monthly billing for water, sewer, and street sweeping services for approximately 15,610 residential, commercial, and industrial customers.

The Water Utility Customer Service Counter is located at:

New Water Service
To start water service:
Complete an application at the Utility Bill Payments service counter at City Hall.
Provide required documents:
- Residential accounts: Final closing escrow statement or rental agreement
- Valid California ID
- Additional documentation may be requested
Deposit: $204.28 is required when submitting your application.
- The deposit will be applied to your final bill.
- If your final bill differs from the deposit, you will receive either a bill or refund check.
Closing Service:
- Provide a California ID and a forwarding mailing address.
Water Service Rate
The City operates its own water division, serving over 96,000 residents.
Rates vary by residential and commercial/industrial use. Current water rates were approved during the Fiscal Year 2011–12 Budget and Proposition 218 process.
Street Sweeping
Street sweeping occurs Monday–Friday on residential streets where parking is prohibited between 8:00 AM – 4:00 PM. Major streets are swept during early morning hours. Check posted signs for your area’s schedule.
Monthly fees for street sweeping appear on your utility bill.
Refuse & Recycling Service
The City contracts with Universal Waste Systems, Inc. (UWS) for refuse and recycling services.
- New service is established directly with UWS.
- Beginning January 1, 2023, UWS invoices residents and commercial accounts directly.
