Low Impact Development (LID)

What is Low Impact Development (LID)?

Low Impact Development (LID) is a stormwater management strategy that combines natural site features (dirt,vegetation,etc.) with stormwater control systems in order to closely mimic natural hydrologic systems. Since most of Southern California has been developed, rainwater no longer goes straight into the soil, but rather onto roofs, sidewalks, gutters, etc. This creates a problem due to pollutants (heavy metals, bacteria, pesticides) flowing directly to environmentally sensitive areas. For this reason, LID plan checks are necessary in order to correct this problem.

Depending on the project scope, some applicants might qualify for a small site LID review, while others might have to go through the normal LID process. Any applications that are submitted without the attached documents or fees will be deemed incomplete and will not be reviewed. All fees must be paid by cash or check, made out to the City of South Gate.

Small Site LID
This plan review is typically for residential (0-4 units) construction projects that will disturb over 800 square feet of soil. Plan checks typically take about 10 business days to review, unless the applicant is required to resubmit corrections. Please make sure to provide the valuation sheet provided by Building and Safety at the time of submittal.

Fee: $272

MS4 LID
This plan review is conducted for residential (5-10 units) or commercial/industrial projects that meets one of the following criteria listed below. Plan checks typically take about 10 business days to review, unless the applicant is required to resubmit corrections. Please make sure to provide the valuation sheet provided by Building and Safety at the time of submittal.

  • Project equal to 1 acre or greater of disturbed area and adding more than 10,000 square feet of impervious surface area
  • Industrial park with 10,000 square feet or more of surface area
  • Commercial mall with 10,000 square feet or more of surface area
  • Retail gasoline outlet with 5,000 square feet or more of surface area
  • New restaurant with 5,000 square feet or more of surface area
  • New parking lot with either 5,000 square feet or more of impervious surface or with 25 or more parking spaces
  • New automotive service facility with 5,000 square feet or more of surface area
  • Project located in or directly adjacent to, or discharging directly to a Significant Ecological Area (SEA):
  • Discharge stormwater runoff that is likely to impact a sensitive biological species or habitat; and
  • Create 2,500 square feet or more of impervious surface area on an already developed site
  • Redevelopment -- Disturbing 5,000 square feet or more of impervious surface area on an already developed site

* MCA is done once the Plan Reviewer has approved plans/documents; must be notarized and recorded with LA County Recorders Office.
